The Chiarara-Kai is one of the major gangs of the Yakuza who defacto-control the majority of Tokyo. The Chihara-Kai are most commonly found on territories within downtown Tokyo, and have existed outside of the radar of the Tokyo Metropolitan Police for years. The Chihara-Kai are lead by Hitoshi Ishida, who takes control of the clan after the previous leader, Tanaka, suffers from health issues; the leader of the clan is known as the Oyuban.

Complexities and tensions begin to rise for the Chihara-Kai when the Tozawa begin attacking businesses they protect in order to encroach on their territory. This brings both the Chihara-Kai and the Tozawa under the watchful eye of Hiroto Katagiri.

Ishida's leadership[edit | edit source]

Little is known of the activities of the Chihara-Kai under the leadership of Tanaka. What is known, however, is that sometime during Sato's early childhood, he was recruited into the Chihara-Kai by Kume, who saved him from poverty and other issues with his family.

Not long after the Tozawa begin encroaching on Chihara-Kai territory, it is revealed that Tanaka, the head of the family, is experiencing health issues and therefore can no longer actively lead the clan. As a result, Hitoshi Ishida is sworn in as the leader of the Chihara-Kai and takes the helm from Tanaka.

Tensions arise within the Chihara-Kai, however, under Ishida's leadership. Rumours begin circulating within the Yakuza that Ishida is a Police informant. This creates issues with his leadership and he fears that he will soon be removed from duty and executed by his own clan if the rumours are able to persist. To rectify this, Ishida asks Jake Adelstein for assistance into getting to the bottom of the rumours via the use of his friendship with Hiroto Katagiri.
