Hitoshi Ishida is the current de-facto leader of the Chihara-Kai and the right-hand man of Koichi Tanaka, the head of the Chihara-Kai family. Troubles begin to arise for Ishida within the Chihara-Kai when rumours begin to spread that he is a Police informant for the Tokyo Metropolitan Police Department. This brings fears for Ishida that he will be executed and buried by his own clan as a result of the rumours; for this, he enlists the aid of Jake Adelstein to squash the rumours.
